The operator who knew the line resigns. The replacement was never named, because the skill map lived in one person's head and not in a record the next shift can use.
An SIO (Surat Izin Operator, the Indonesian operator permit) lapses while that operator is still on the machine. The plant finds out in an inspection, not before the permit runs out.
ISO or a customer asks who is competent, who signed off, and when the certificate was issued. The answers sit in folders, chats, and spreadsheets that do not agree with each other.
The training budget is spent and attendance is filed. The matrix of who can actually run which equipment does not move, so the same gap is still there next month.

Each part of Gardia answers a decision on the floor: who may run this machine, who approved the move, and what you can show an auditor.
One map shows, for each job, each machine, and each unit, who complies and who does not. Supervisors assign from that map instead of from memory or a spreadsheet.
When someone is not yet compliant, the gap is visible before they are put on the equipment.
Moving an operator to another unit or machine goes through the approvals your plant requires, in order. Each request stores who asked, who approved, and when.
A rotation is a decision with a record, not a message that disappears after the shift.
Gardia tracks each SIO — Surat Izin Operator — its validity period, and the equipment that permit allows a person to use. The people who need to act see a permit before it lapses.
Access stays tied to a license that is still valid, not to a paper copy in a drawer.
Complete the required training and the certificate is issued in Gardia. Credentials earned elsewhere can be recorded manually beside them.
Reminders go out before a certificate expires, so a lapsed document is not something the auditor finds first.
Materials, class schedules, and the trainer's assessment sit against the open items in the skill matrix. A course counts when the skill record is updated, not only when the attendance sheet is full.
The training budget is spent on competence the plant is actually missing.
Every assessment and every approval keeps its author and its time. You can show who judged the competence, who authorized the rotation or the access, and on which date.
The record is the audit file. You do not rebuild it from inboxes the week the customer visits.

You can see which equipment you are cleared to run, which permits and certificates are in your name, and which of them are about to expire.
You are not waiting for a supervisor to discover that a license has lapsed. What you are qualified for is on the record before the shift is assigned.
You plan materials, dates, and assessments against gaps that are already named in the matrix. When an operator passes, the certificate and the skill record come from that result.
